Donna Grafe-Tucker

Donna grew up in Hallettsville, Texas. She joined our firm in 1998 and has a transactional practice with a focus on local government regulation, probate and estate planning, corporate governance and employment law issues. Donna works as general counsel to special purpose districts where she advises government entities such as municipal utility districts and water control and improvement districts.



Donna’s experience includes probate proceedings, probate estate administration, heirship proceedings and estate planning. In her transactional practice, she advises business entities regarding business planning, drafting and implementing employment policies and handbooks, real estate matters (including commercial real estate transactions and leases), contract review, and contract drafting. In her local government practice Donna has engaged in drafting interlocal agreements, easements, contracts, policies, and rules and regulations for local government entities. She also advises these governmental entities on regulatory compliance, open records and meeting compliance, and compliance with bond ordinances. Donna assists the firm’s special purpose district’s clients stay abreast of changing laws and regulations. Donna has also authored appellate briefs.
